US-20 Business through Toledo came about as a realignment of the Corvallis-Newport Highway that moved US-20 north of the city in 1971. Though US-20 has been realigned for the past 30-someodd years, the information I have indicates that it wasn't designated as US-20 Business until sometime between 2001 and 2003 (I'm guessing 2002). The result of the US-20 Business moniker is the creation of a state-maintained frontage road, the Corvallis-Newport Highway #33AA Toledo Frontage Road. It isn't mileposted, but has its own mileage ranging from MP 5.59 to MP 9.07, corresponding to the Corvallis-Newport Highway's original mileage. It rejoins US-20 2.01 miles (measuring along current US-20) from its departure.
